Lyonpo presented a brief scenario of the 12FYP budget outlay, LG bloc grant, and the institution of Pay Commission. After the completion of 12 FYP, Bhutan would transform from a least developed nation to a lower middle income nation whereby outside grants/aids won't be available. Bhutan has to be sustainable on its own, Lyonpo mentioned.
Lyonpo also touched on Flagship programs, One Gewog One Product (OGOP), sustainable water supply project, Cottage and Small Industry (CSI), which all are in the pipeline for 12 FYP.
